Taoyuan City Library Access Rules (Revised)

 

1.Overview

(1)   This rule is drawn up according to article 8 of the Library Law.

(2)   In this rule, Taoyuan City Library (hereinafter referred as “The Library”) includes the main library, 12 district branch libraries and reading (study) rooms, and Fu Hsing Autonomous District Library. As its main mission, the Library provides book and information services, promotes social education, lifelong learning, and holds reading promotion activities.

(3)   The Library can draw up additional rules or follow relevant regulations in case some matters are not fully stipulated in this regulation.

2.Opening and Closing Hours

(1)   Library service hours:

Tuesday to Saturday  8:30-21:00

Sunday to Monday   8:30-17:00

(2)   Study room service hours:

  1. Main library, Chung-li branch library, Long-gang branch library, Ne-li branch library, Ping-chen branch library study rooms:

Monday to Sunday  8:30-21:00

  1. Other branch library study rooms:

Monday to Saturday  8:30-21:00

Sunday            8:30-17:00

  1. Taoyuan branch library study room:

Monday to Friday    8:30-21:00

Saturday           8:00-21:00

Sunday            8:00- 17:00

(3)   Closing dates: National holidays (memorial days, traditional holidays) as announced by the government. Please refer to announcement by the library.

(4)   Book cleaning days: Last Thursday of each month. Libraries are closed. Should book cleaning day happen to be national holiday, there will be no book cleaning day that month.

3.Library Cards: Application, Lost Cards, and Cancellation of Cards

(1)   For application of Personal Library Card, fill out application form and present original identification cards as indicated below; library cards will be issued upon authenticity checks.

  1. Citizens of the Republic of China shall present national identification card, driver’s license, or household certificate.
  2. Foreigners shall present permanent residence certificate of the Republic of China and passport. People from Mainland China shall present permanent residence certificate of the Republic of China. Check on date of validity is required.
  3. Apply for library card in person. In case one cannot apply in person, applications can be made through delegates (proven as immediate family members or spouse), presenting both parties’ original identifications.
  4. Applicants that have no or are limited in capacity to make juridical acts can apply through their immediate family members or guardians.

(2)   For application of Family Library Card, fill out application form and present original identification cards as indicated below; library cards will be issued upon authenticity checks.

  1. For households who registered their residence in Taoyuan City (applicant must be a member of the said household), present applicant’s original personal identification card and original household certificates that indicates applicant’s household registry.
  2. Applications that pertain to “i.” qualifications will be processed according to “Notice on Taoyuan City Library Family Library Card Applications”.

(3)   For application of Group Library Card, fill out application form and present original identification cards as indicated below; library cards will be issued upon authenticity checks.

  1. For incumbent class mentors or full-time teachers, present teacher identification card or document that proves service at school, and personal identification cards.
  2. For institutions and registered companies in Taoyuan City, present certification of registration and applicant’s identification cards. Owner of the institution or company will be the representative.
  3. Applications that pertain to the above qualifications will be processed according to “Noice on Taoyuan City Library Group Library Card Applications”.

(4)   Application is restricted to one card each type, and is valid for 2 years. Information check is required to continue card usage.

(5)   In case of changes to application information, file for correction by presenting identification documents. Notify the library when you lose library cards. In case fraud occurs due to card lending or failing to notify loss of card, the user will be liable for compensation.

(6)   Apply for a new library card, free of charge, should it become damaged or mal-functioned. Present original library card and identification documents. Application for new library cards due to card loss or card cancellation will be charged a processing fee of 100 NTD.

(7)   Library cards can be cancelled under the following conditions:

  1. Voluntary cancellation: Card holder can cancel the card due to leaving the country or migration. Cancel by presenting personal identification document in person or by asking delegates (proven to be immediate family members or spouse) do so. Delegates shall present both parties’ identification documents.
  2. Cancellation due to decease: Family members or guardians of the deceased shall present death certificate or household revocation copy of the card holder, along with applicant’s identification documents.
  3. Borrowing and Returning of Library Collections
 4.Borrowing and Returning of Library Collections

(1)   Users must present his/her library card when borrowing library collection (One person, one card in principle). Below is a rule on borrowing amount and duration.

  1. Personal library card: 10 books (pieces) maximum for 30 days. One renewal allowed for another 30 days. Taoyuan Citizen Cards are valid as library cards. Rules herein on library cards apply to Taoyuan Citizen Cards.
  2. Family library card: 20 books (pieces) maximum for 30 days. One renewal allowed for another 30 days.
  3. Group library card: 40 books (pieces) maximum for 60 days. Renewal not allowed.

(2)   Borrowed books that are not expired, with library card in valid period (except group library cards), and not reserved by other readers, can be renewed for another borrow before borrow expires. Renewal is allowed one time only for 30 days, starting from the second day of renewal.

(3)   Restricted collection will be shelved in closed shelves, independent shelves or independent zones, depending on each library’s space. Users under 18 years old are not allowed to borrow restricted collections. Borrowing such collection will require identification checks.

(4)   Below are collections that are not open for borrowing:

  1. Newspapers
  2. Latest Journals
  3. Journals in Main Library
  4. Public Versions of Audiovisual Materials
  5. Reference Books
  6. Thread-bound books, original scripts, manuscripts, books out of print, precious literature.
  7. Other collections labeled “Not for Borrow”.

(5)   In case the library is in need of collections for promoting book reading events, borrowed collections must be returned within 2 days next to the day the borrower is notified by the library.

5.Borrowing and Access to Electronic Resources

(1)   Users with library cards can log in to library websites for this service.

(2)   Abide by rules of each electronic resource as shown on each platform.

6.Borrowing and Access to Audiovisual Resources

(1)   Users can sign up with their library cards for seats at libraries that offer public versions of audiovisual services. Only one piece of audiovisual collection can be borrowed each time. Re-registration for seats is allowed if there is no one in queue or there are spaces available.

(2)   Borrowers must follow “Regulations for Rating Publications and Videos/DVDs”, issued by Department of Culture, and are checked by librarians, before borrowing audiovisual collections.

(3)   In libraries that offer home edition audiovisual collection borrowing, 2 pieces maximum are allowed to be borrowed each time for 7 days and, with book borrowing, total number should not exceed 10 books (pieces). No renewal allowed.

(4)   Comply with copyright law and intellectual property protection regulations. Do not copy, act for profit, or play audiovisual materials in public. Follow video rating regulations. In case of violation, borrowers will be prosecuted by law.

(5)   Check audiovisual collections before borrowing. If you find scratches or damages, tell the librarian when borrowing.

7.Newspapers and Magazines (Journals) Services

(1)   To ensure fairness, please only take one newspaper or magazine each time.

(2)   In libraries that allow borrowing outdated magazines, only ten books (pieces) can be borrowed (including books and magazines) for 7 days each time. No renewal allowed.

(3)   The main library offers viewing and reading outdated newspapers and magazines. Sign up with the librarian at periodical desk.

(4)   Number of access to reading outdated newspapers each day: 2 times. Maximum 6 types of newspapers are allowed each time.

(5)   Number of access to reading outdated magazines each day: 3 times. Maximum 2 types of magazines each time. Maximum one year of magazine each type.

8.Services for the Visual Impaired

(1)   Service is only provided at the main library.

(2)   Visual impaired persons that have disability card, or persons that can present diagnosis by public hospital that show his/her reading difficulty, can apply for library cards by mail, fax, in person, or by delegating family members.

(3)   Each library card is good for borrowing 10 books (including Braille books). Each library collection can be borrowed up to 30 days, 60 days for Braille books. One renewed borrowing for 30 days is allowed.

(4)   Borrowing can be done through mail communication, internet, phone, in person, or delegating family members.

9.Book Returning Services

(1)   Library collections that allow interlibrary borrowing and returning can be returned during closing hours to libraries that have Book Return Boxes.

(2)   Do not return items below through Book Return Boxes:

  1. Audiovisual collections
  2. Collections that have enclosure materials (such as CD, paper samples, leaflets)

Above items (including enclosure materials) should be returned to the library during opening hours to avoid damage and loss of audiovisual and enclosure materials. Should damage occur, refer to article 11.

(3)   Returning books by postal services should be done by registered mail. Books must be returned to the library where they were borrowed. Write “Returning Book by Mail” on the envelope, and postal mark counts as returning date.

10.  Bookings and Inter-Library Borrowing Services

(1)   Bookings can be made through the library’s “Library Collection Search System”.

(2)   Services are only provided to those who have library cards and with no expired books outstanding, or no suspension and rule violation records.

(3)   Each card can be used for booking maximum 5 books (pieces). (Enclosures do not count as pieces)

(4)   Bookings are free of charge at the moment. Policy may change depending on funding.

(5)   Only books and home edition audiovisual collections that can be borrowed are open for booking.

(6)   Please allow 4 to 7 days of logistic “transfer time” after booking.

(7)   In case of some items unable to provide booking or transfer services (such as record error, lost data, already been borrowed by another user), readers will be notified by email, and the application will automatically be cancelled.

(8)   If a library user, present at a library, wishes to borrow a book that happens to be booked by another user through interlibrary service, the user present at the library has priority of borrowing the book. The book will then be transfer according to application sequence to the booking service user.

(9)   When a booked collection or interlibrary collection is ready for pickup, bookers will be notified by email to collect his/her booked item within 7 days. Items not picked up within 7 days after notification will be cancelled and the booker will be penalized with points. If a user changes his/her email addresses, he/she must update such information either through library’s website or personally coming to the library to make such update, in order to stay informed with book pickup notifications.

(10)       Cancellations of bookings or interlibrary borrowing can be made before books are not transferred. Cancellations can be done through library website.

(11)       Violations and suspensions:

  1. Cancellations cannot be made after books are transferred. User will be suspended his/her borrowing rights for 30 days, if the user does not pick up the book, in accumulation of 5 books, after the book is ready for pickup. Suspension starts from the second day of the last pickup date.
  2. User who accumulates less than 5 books not picked up before December 31st each year, will have his/her record cleaned the next day.

11.  Suspension and Compensation Responsibility

(1)   Library cards can be used by the card holder only. In case one possesses or uses card(s) of another user(s), he/she can be suspended or cancelled his/her rights of borrowing from and access to the library.

(2)   Readers have duty to protect and maintain library collections. Do not damage or write on collections. Readers must check the collections and report immediately to librarians should he/she find torn pages, circle marks, writings or damages, or he/she will hold responsibility for compensation according to article 12. Same rule applies to lost collections. If the collection suffers damages on barcodes or book tags but maintains overall protection, the reader will be suspended his/her borrowing right for 14 days.

(3)   Previous clause 2 applies only to one who has discerning capacity at the time of act. If the reader is one who has no or is limited in capacity to make juridical acts, he/she and his/her guardian assume joint compensation responsibility. If the reader has no discerning capacity at the time of act, his/her guardian assumes compensation responsibility.

(4)   No further borrowing, booking or interlibrary borrowing is allowed unless expired borrowed items are returned. For every outstanding book, every day, the borrower receives one point for violation of returning on time, and so forth. Accumulation of 60 points due to late returning will result in 14 days of borrowing suspension. Points are accumulative and so are penalties (for example, 120 points results in 28 days of suspension, and so forth). Maximum of suspension is 182 days.

(5)   Stealing or damaging library facilities, equipment and all types of collections will result in, depending on severity, suspension or cancellation of library access, and criminal charges by police when necessary, or a demand of full recovery to original state the facilities, equipment and all types of collections that are stolen or damaged.

12.  Compensation of Each Type of Library Collection

(1)   In principle, compensation is limited to compensating for the lent collection. (If the book contains cassettes, CD-roms as enclosures, they must also be compensated.) Collection returning can only proceed after compensation has been concluded.

(2)   The following is a standard of compensation, if it is not possible to buy the same collection borrowed:

  1. If the borrowed collection is priced in New Taiwan Dollar (NTD), compensation shall be made in same currency, same price.
  2. If the borrowed collection is priced in “basic price,” compensation shall be made 50 times to the basic price.
  3. If the borrowed collection is priced in foreign currency, compensation shall be made according to exchange rate of Bank of Taiwan the previous day and be paid in New Taiwan Dollar.
  4. If the borrowed collection is a book or audiovisual collection that do not have single book/piece price, compensation shall be made according to average price per unit.
  5. If the borrowed Chinese book collection does not have price labeled, compensation shall be made according to number of pages: 1 NTD per page. If number of pages cannot be determined, compensation shall be made as 300 NTD per book. For borrowed book written in foreign languages, compensation shall be made as 3 NTD per page. If number of pages of foreign book cannot be determined, compensation shall be made as 600 NTD per book. Books less than 50 pages count as 50 pages (the same principle applies to torn newspapers).
  6. For video cassettes, VCDs, CD-ROMs (Public version) without price labeled, compensation shall be made 2,500 NTD per piece. Compensation of home versions of the said items shall be 500 NTD per piece. For DVDs and LDs (Public version) without price labeled, compensation shall be made 3,500 NTD per piece. Compensation of home versions of the said items shall be 1,000 NTD per piece. Sound cassettes and CDs are 500 NTD per piece.
  7. In case of losing enclosure items, compensation shall be made according to the type and labeled price of such enclosure item.

(3)   Book returning will not be accepted, nor compensation be refunded, after compensation and receipt have been sent by the library to the city treasury.

(4)   Should library collection be damaged due to unavoidable accidents by the borrower, and the borrower has been aware of and strived to keep his/her duty of protecting collection, the borrower can be absolved of compensation only after submitting necessary documents and photographs as proofs and determined by the library.

13.  Access to Reading (Study) Room

(1)   Each person can only occupy one seat and cannot occupy seats with any objects. In certain circumstances, libraries are authorized to issue number tags before libraries open, and readers must queue and occupy seats with his/her number tags. This applies to main library study rooms, as well as branch library study rooms.

(2)   During study room service hours, librarians will inspect the room and remove personal objects from desks and seats for other people to use, if that desk and seat is found to be occupied without good cause, or the occupier has left the seat for more than one hour.

(3)   Do not use notebook computers or slate devices unless you are in special zone of the library designated for such use. You should have your own powering devices and batteries. The library does not offer charging services, unless you are in special zone of library that allows you to charge your devices.

(4)   Personal belongings must be cleared and taken away before reading (study) room closes, or they will be dealt as seat occupying.

14.  Reference Queries and Library Uses

(1)   The library offers reference queries services to help readers make good use of library resources. Queries and replies can be made on-site, through mail, by phone, or by email.

(2)   The above service excludes evaluation of antiques or artworks, medical and legal queries, translations, investment, school homework, and other improper queries.

(3)   As a group member of Interlibrary Cooperation Association, the library is in full cooperation of interlibrary affairs and offers literature sending services.

(4)   The library offers tour guide and book resource teaching services. In principle, such services will be provided upon booking through means below:

  1. Internet booking: Please visit Taoyuan City Government Portal Website: Online Application Integration System.
  2. Booking by official letter.
  3. Booking by phone.

15.  Data Printing and Photocopying

(1)   Be aware of and follow copyright law and other regulations when printing and photocopying materials. Violators will be punished by law.

(2)   Charge and fees of printing and photocopying are dependent upon types of equipment offered and announcements made at each library.

16.  Internet Information Services

(1)   The library offers wired internet connections to meet readers’ internet search needs. Computers, internet devices as well as all types of electronic database are also offered at information search zone.

(2)   Sign-ups or booking with library cards or ID cards are required prior to using the computers.

(3)   Special attention on matters related to computer usage:

  1. Remain quiet when using the computer. Follow rules and do not interfere others using computers.
  2. Inform librarians when you encounter software or hardware problems. Do not try to fix them yourself, or you will have to compensate for damages.
  3. Do not install and execute software not already on the computers.
  4. No playing games, viewing pornography, subjects of violence, gambling, encouraging usages of weapons, crimes, or sites that obstruct public safety, social norms and the law.
  5. Do not use library’s internet to spread and proliferate subjects in violation of public safety, good norms and the law. Violators will be punished by the law.
  6. Do not sign up for or reserve computer seats with identification cards not of your own.
  7. Violators of the above rules will be suspended their usage immediately, if neglecting librarians’ instructions. More than two violations within one day results in suspension at the same day. More than three violations within one week results in one month of suspension.

17.  Library Reading Rules

(1)   Library should remain quiet at all times and be kept clean. Smoking, eating, drinking (except water and liquid in tightly sealed containers or bottles), clamoring, occupying empty seats without good cause, and other interfering acts are prohibited. Pets and dangerous objects are not allowed, except guide dogs. Advertisement, propaganda distribution and sales of products are prohibited. Cell phones and other communication devices must be turned silent.

(2)   General public will not be allowed access if they have improper appearances or behaviors that obstruct public silence and rights of others. Children under six years old, or people that need special care, must be accompanied by those who assume care responsibilities. 

(3)   Studying unrelated to library materials is not allowed in all rooms and spaces in this library, except in reading (study) rooms and specific reading (study) seats.

(4)   Group visitors to the library should book by email or telephone before visiting. Institution personnel or groups without booking will be restrained from non-reading activities in the library.

(5)   Items of value, private books, electronic devices, bags, handbags, and other private items are at owners’ responsibilities. The library holds no responsibility for losses or damages.

(6)   In case of emergency, follow librarians’ safety instructions to evacuate.

(7)   The library is authorized to install internet monitoring and management software as well as set up surveillance cameras to maintain public safety.

(8)   Violators of library rules, depending on the level of violation, will be asked to leave the library or will have their access rights suspended, after neglecting librarians’ instructions. In case of severe violation, violators will be reported to police and handled in accordance to law.

18.  The above rules are enacted after approval for reference by Cultural Bureau, in accordance with administrative procedures; further revisions shall follow the same procedure.
